If I weren't pretty much booked up with other work, I could build you
a mediocre one in about a month's work. At my consulting rates, that
would put a dent into any grad student's budget.
However, you can purchase an excellent off-the-shelf program, with
automatic links to Word, built in formatting of footnotes for all the
major journals, sophisticated searching tools, links to the Web... for
far less than the first day my consulting would cost.
