settled for 11:58 AM. If set for 12:00 always returns to
AM which is mid-night (when my PC and I are off-line.)

I don't know. I do know that reviewers rate the product quite highly, so I
believe it scans enough files to get the job done.

Cookie scanning was removed before the current beta builds were distributed.
It is under consideration for inclusion in a further beta build.

This is a known issue--times between 12:00 and 12:59 have this failing.
It is clear that you have a horizontal taskbar, so I won't mention the other
well-known issue!
