Best way to show a scanned document.

I'm using FP-2000 and have a 25 page (8 1/2 x 11) document been scanned in
JPG format (reduced in file sizes to about 30-50K each). I would like to
create a page that has an area (table like) on the left side of the page that
contains a "table of content" like list with hyperlinks and the area to the
right that would have the jpg images inserted as files down the page. I would
like to have the scroll up/down of the pages on the right independent of the
movement of the content list on the right.

I've gone through the help section and not sure that frames will do what I
want. Additionally, when I create a new page, the frame template option is
not available. In the tools/page option menu all of the settings for
browser/server are set to custom (probably because I'm using VBscript). The
help section does explain which selections disable frames.

What is the best way, if possible, to have the two sections on a page with
independent scrolling?

Your best option would have been to convert the document to a PDF.
