Best method for mass amounts of Workgroup Templates

We have many departments and many templates in each department. What is the
best stratagy for allowing only departments that need access to "department
only" templates to see the templates they need, while still being able to see
"public" templates?

As of now the folder structure is all located at a <templates> directory
then broken out by department then public and private. Each departments Word
points to <templates> during the install of Office.

This assumes you have a server in a network domain, but not Active Directory
(that's a whole other world):

On the server, create a separate user group for each department. Assign each
user to the appropriate group. The group named Everyone is always defined to
include all users.

In the share permissions on the server's drive, allow read/write access for
the Everyone group to the public templates folder. For each "department
only" folder, allow read/write access to that department's user group, and
deny access to all other groups. (Note that you shouldn't deny access to the
Everyone group, because "deny" settings take precedence over "allow"
settings.)

This can be a complicated situation, so consult your IT department before
you do anything.
