Best Defrag Program?

I've been using Diskeeper by Executive Software for quite some time.

Lately I've been noticing that everytime I analyze my drive, it reports
a high level of fragmentation. When I check which files are fragmented,
it is primarily recycle bin and recovery bin.

Is the speed of my machine really affected by the fragmentation level of
the recycle bin or the recovery bin?

Is Diskeeper still considered the top defrag program or might there be
something better?

Why not empty them?

I just use whatever Windows provides. Lately, just for fun, I have
also used PageDefrag from www.sysinternals.com (set to run once, the
next time Windows starts). You have to make a shortcut to it if you
don't want to browse to the folder.
