If you have it you can use and create Microsoft Access applications. If
you don't have it then you cannot use or create Microsoft Access
applications.
The above could be modified slightly to apply to ANY piece of software so I
guess I don't understand the question. Perhaps you meant to ask "What are
the benefits compared to (insert some other product)?".
You'll have to clarify to get a better answer than that.
