Belkin USB Hub Problem with XP SP2

My 2 XP machines do not recognize a Belkin powered USB Hub after booting.
They recognize it only after I unplug and re-plug it. Once my machines
recognize the hub, I have zero issues with it.

So, is it the hub or my XP setting that causes this?

I have their 7-port powered hub. Occasionally the scanner and printer
attached to it are not recognized on a reboot or different user login. It's
been like that since I bought it, but I just put up with it...

It's Belkin's fault. I bought another Hub and everything attached to it is
always recognized.
