WinLAME is another good option:
http://winlame.sourceforge.net/
Also uses Lame for encoding, just like RazorLame.

encode and decode MP3 files
The zip file is 200 to 270kb large
Drag and drop your WAV files on top the program window
and the program convert them to MP3 files
Right click on the program window to access the settings menu
