Banner ads rotation and fees

We are about to put un a site that will be very targeted and have
banners ads to certain type companies. My developer has it set up so I
put in number from 1-100 on the ad input and the higher the number the
more it comes up which seems good. But how can you figure a fee from
that? Hits to the page may not show the ad at that time unless I go
with .$ per click to the ad itself?
