Bandwidth throttling on a Windows 2000 NAT server

Hello,

A person at my office is looking to do bandwidth throttling/shaping. The
setup needs to be this: Between 10PM and 8AM, no throttling. At any other
time, only one computer should be free from throttling. The other computers
need to be throttled down to a certain usage. I'm assuming Windows doesn't
support this directly, since I didn't see anything in RRAS indicating it'd
support that. Does anyone have any reccomendations for a 3rd party
solution? Again, this is a home network, so it doesn't need to support tons
of users. The only important feature is the ability to do filtering based
on time and address (MAC would be best, but IP is acceptable)

Unless they're hiding it, I don't see anything that'd run on the server,
this looks like either turning the existing server into a router, or buying
a second system. Neither is acceptable. This server runs some server
applications that he usesfor doing work at home. It must remain a windows
server. Additional hardware is not what we're looking for.
