I need a recommend on a quality, free, bandwidth measurement tool,
preferably (but not necessarily) web based ...

What are people using ?

To measure file copy bandwidth, I use a large file and a stopwatch,
 
What I meant is that I need a tool to measure the actual bandwidth my ISP is
providing me versus what they claim.
 
I believe this tool can be used for this.

When I do a test, I recieve the result: "460 kilobits per second"

I'm in the UK and on 512kb/s (in theory) so this would seem about right
considering I am signed into messenger, loading pages, etc. at the same time.

There is no test unless your ISP was running a program on their system and
you had the other half of the program on your system. The Internet itself is
too variable. Every packet may take a different route and be held up
somewhere. That said you can get a general idea by running a few of the
various speed tests at different times of the day. Keep track of your
results and take an average.

PCPitstop, CNET Bandwidth, SBC Yahoo! and Bandwidthplace all have
speed tests. Be aware of the variability mentioned in other posts.

Our ISP just provides a html file (500kb and 1Mb) on a website. It must have
code in the html file that then gets a graph. Empty your caches first (I
sometimes get over 25Gb/s (meaning the file was not downloaded). It's best
to use your ISP as the further away the test is the more likely the report
will be lower. Also like now, we have slow internet which is probably due to
everyone on holiday.
