I have xp pro using fat32 file system. My harddrive has 15 gb data and
system. Want to convert to NTFS system. Before converting would like to
backup the hd. But cannot make backup or ASR backup due to limitation on
file size at 4 gb in fat32.

Can anyone outline steps needed to do this?

Do a manual backup of pieces which fit in <4GB, or backup to an NFTS
formatted partition. You can't backup the whole volume to a file on the
same volume anyway, iirc, for reasons of recursion.

Actually there's not much point in backing up anything you already have
on CD (like XP itself, for instance), so maybe you should focus on your
data, and on documents & setting (at least the bits that you need).
