backup utility multiple user problem

I have Office XP, with multiple users on one machine. I
installed the backup utility on my account (account A) and
no problems there, but backup is not available on the other
user account (Account B). I tried installing again while
on account B, but it says it is already installed on the
machine. I checked in the add/remove programs for account
B and it is not listed in there. It IS listed in account
A's add/remove.
Is there a way to install the backup utility for ALL USERS?
I need the utility on BOTH accounts.
Note: Account A and B both have administrator priveleges
right now (until I get them both set up).
