backup active directory/ system state on for two pdc

What is the proper way to backup the active directory for
two PDC servers on the same domain? When it is time for
restoring the system state will it be necessary to restore
both at the same time?

The system state should be backed up on all DC's in your domain but you
would generally only need to restore it if both your DC's were to fail. If
just one DC was to fail the best way to recover it would be to rebuild as a
member server and then dcpromo it in the usual fashion.
In the event of both servers failing you only need to restore system state
on one of them and the other gets restored by dcpromo.
