Background picture and Borders remain dimmed

Hello,

I have a problem that just occured in using FP 2003. When I
go to cell properties the section where borders and
background pictures are still remained dimmed and cannot be
clicked to turn on so that I can change the background
picture, etc.

What might be the problem?

- set your browser and schema to IE5+
- turn on css 1 & 2
