Background options unavailable?

I have a normal website with a problem on 3 specific pages. The background graphics are not showing up online. So, when I open the program and then the pages themselves, the option for selecting a background image is not available. It's all locked up. How do I free that up so that I can select a background image (and make sure the path is correct so it loads properly)?
