Background color of shared borders doesn't appear

Created a web site with shared top and left borders with a
background color. The background color does not appear.
Instead, the main page background color appears. I have
removed the main page background color but the shared
border color still does not appear. Any ideas? The
published web site is www.gbhog.com.

Surround everything in your top shared border with a one-
celled table sized to 100%. Then, apply the background
color to the table.

Same for the left shared border.
