Background and cells

Is there a way to fix the relationship between the background and cells so
that the background can function as a template for spreadsheet data?
 
Not sure what you're looking for with this question.

Give an example of the data and how the cell background would govern the
manipulation of the data.

Maybe something as simple as Condtional Formatting but...........?
