Automatically Connect to Internet from Command Prompt - FTP

Hello,

Ever since I loaded service pack two on my XP system, I
cannot get it to connect to the internet automatically
from the DOS prompt. I need the system to automatically
bring up the connect dialog box when I type ftp
xx.xx.xx.xx from the Command Prompt.

Any ideas how I can get this to work again? I'm certain
the problem showed up after installing XP SP1, because
another system quit working after SP1 was installed as
well.
