Automatic receive of email but not auto send

Can I configure Outlook 2003 to always automatically
receive email (I have a broadband connection), but only
SEND email when I specifically tell it to send email that
is in my OUT box?

If you're using Exchange, your mail by default will be received
automatically. To schedule outbound messages, follow these steps:

In the message window, click the Options button. In the "Delivery Options"
section, check the box that says "Do not deliver before" and enter the day
and time you want the message to be sent. Click Send, and your message will
remain in your Outbox until the day and time you specified.
 
That is very helpful to know for my computer that does
use Exchange when I am on the office LAN. My question was
actually about my partner's computer that does not use
Exchange, but rather a general ISP (AT&T Global Network -
Business).
