I have a new laptop with Windows XP Home edition. When the pointer rests on
an icon it activates automatically, without a click, after a short delay. I
do not want this feature. How can I disable iit?

You are set to 'single click'. go to start/run, and type:
control folders

see the radio button on the view tab for doubleclick.

Here are two things to try:

In Folder Options, General tab, change "Click items as follows" to
Double-click to open an item (single-click to select).

Right-click the Start button, click Properties, "Start Menu" tab,
"Customize" button, "Advanced" tab, deselect "Open submenus when I pause
on them with my mouse".

But on a laptop, the sensitivity of your lifting your finger to slide
across the touchpad to further move the mouse can be misconstrued (as a
tap/selection) by the software associated with the touchpad. You might
look at the touchpad controls, possibly in the Control Panel, for an
option to decrease sensitivity, or disable the tapping of the pad. In
that case, you'd have to use the buttons below the touchpad to make a
selection.
