Auto Shutdown when on Login screen

In windows xp, how can i have the computer shutdown after 10 minutes or such
of inactivity. The computer will most likely be at the 'log in' screen...so
there is not a user logged in. The Windows power options are per-user...not
per machine as far as I can see. My BIOS does not support auto-shutdown or
standby either, mainly because its a desktop computer and not a laptop. Any
suggestions on how to make my computer shutdown, anytime after 10 minutes of
no usage when on the logon screen? I have tried third party shutdown
softwares, but they all load after you have logged in.

You can make it go on standby or hibernate after 10 minutes, but an actual
power off shutdown?
I've never done that or even seen it.

Use Taskmanager to start the task at boot time. Windows XP provides a
utility called "shutdown.exe". At the command prompt enter shutdown /?
for usage and parameters.
