Auto send receive not working

I never had this problem before with Outlook 2003 but had to reformat drive
and reinstall Outlook and now it does not automatically send and receive. I
have it checked in the options to send and receive on opening, closing and
every 10 mins. but unless I hit the send/receive button it will not do it
automatically.
What am I overlooking???
 
make sure that you are not working offline, and that in the bottom
right corner it says connected
 
I am always on line and always connected. I use the internet all day and
when I hit the send receive button I have no problem getting or sending
mail. I just want it to happen every 10 mins and on opening in the morning.
