i don't know if this is even possible but...

i would like someway to enter data into a given number of cells per users
needs. for example, i have to create a list of materials "1111", but i have
5 of them. instead of typing "1111" 5 times (or doing the autofill) in cells
A1-A5, is there a way to have excel "ask" the user for a quantity and then
auto-filling that number of cells? i'm guessing i will need some kind of
user form, but i have no idea where to start.

How about using your mouse to choose the value?

If yes, then take a look at Data|Validation
