Auto CC: for each e-mail?

We have a user who wants to set her Outlook 2003 to automatically CC: two
e-mail addresses for each e-mail. I checked out a possibility for a Rule but
didnt find anything. The next option was a form but this takes more steps
than entering the e-mail addresses.
Any ideas?

Perhaps you might want to look again.

Tools>Rules and Alerts>New Rule>Start from a blank rule>Check messages after
sending>Next>Next. You'll be prompted with "This rule will be applied to
every message you send. Is this correct?" Click Yes. Select "Cc the
message to people or distribution list".
