Auto accept/decline meeting req's not working

Outlook 2002
Exchange 5.5

Resource scheduling settings are marked for auto accept
meeting requests and auto decline conflicting meeting
requests.

Doesn't work however. Meeting requests still need to be
manually opened, and do not decline if conflicting.

Any ideas?

Are users specifying the resource mailbox as Resource attendees? This is
required.
