Is there a way to specify which domain controller a user
in active directory can use for authentication, or does a
user automatically authenticate to the closest domain
controller? Thank you for your help.

The client cannot be forced to go to a specific DC. If you have configured
AD Sites then the client will attempt to locate a DC within it's own site so
that it does not go across the WAN to authenticate.
Here is a link to a chapter that describes the DC location process and how
sites are used.
