Got this one on my own by searching archived news posts in Google. (An excellent resource.)
KB912475 - the original Australian time zone update - never installed on my computer, for some unknown reason. Yet, Automatic Updates did not continue to alert me that this update was missing from my computer. Not long after, Microsoft issued KB913670 to roll back KB912475. Well, 670 didn't install because it couldn't find 475.
The solution was to manually download and then install 475. This installed the update, and 670 was then able to roll back. Problem solved.

How do I get rid of the Australian time change fix from Windows Update? Installation always fails, possibly because I don't live in Australia, and Windows Update keeps telling me to install it.
