ATX Power Supply Header Question

Okay. On the ATX power supply, what pins on the 20 pin header do I
need to hook together to get the power supply to turn on if it is not connected
to a motherboard? Is it pin 14 (green wire, power on) and any 3.3 volt pin (orange wire)?
Or is it pin 14 (green wire, power on) and any 5 volt pin (red wire)?
