Is there a way in Outlook 2002 using "Rich Text" format
to force attachments to be located on an "Attachment:"
line below the "Subject:" as it is when utilizing "Plain
Text", instead of placing them as an icon in the message
body?

Did I miss something in the configuration for that?

Nope...that's just the way Rich Text format works.
