Outlook Express is refusing access to attachments, have
lots of page 1 documents, with attachments, that I am
unable to download or display.

Open OE and then open Tools > Options. Click on Security Tab and clear the
check mark where it says "Do not allow attachments to be saved or opened
that could potentially be a virus" > click OK.

Be very careful what mail you click on! Note that it is not necessary that
mail is coming from who it claims to be coming from. Have your antivirus
up-to-date!
