Attachments sent with Outlook not received in Outlook Express

I've done some testing. My OS in Win XP Pro w/SP2, and I have Office 2003
with SP2 for Office. I created a message on Outlook, inserted a Word file
as an attachment, and sent it to myself. I then retrieved the message in
Outlook Express, and the received message has no attachment.

I repeated this test several times and the attachment never appears when the
mail is received via OE. For one test, I logged onto my Earthlink account
via Earthlink WebMail and viewed my message. I saw an attachment but it was
named winmail.dat. I could not figure out a way to open it and read it's
contents. If I opend it in Word or Wordpad, it is not readable, it is just
garbled code. And then, when I proceed to download that message to OE, any
trace of an attachment has completely disappeared.

It may be worth noting that I can create a message in OE with an attachment
(a Word file), send it to myself, retreive the message in Outlook and open
the attachment. But, I can't do the opposite, as stated above.
 
It sounds like you're addressing two different problems.

First the OE issue:

Launch OE then click on Tools > Options > Security [tab]. Under Virus Protection
section, uncheck "Do not allow attachments.....", then click on the Apply & OK.

You may have to close & restart OE to effect the change.

Next the Outlook issue:

I'll bet you're sending your message in Rich Text format. Outlook Express
can't handle that format and will ignore any attachments on RIch Text
messages. Use Plain Text or HTML.
