Attachments problem

This isn't my problem - trying to help a friend...

They had a hard drive crash and reinstalled outlook 2003. Now when they
create a message the attachment goes directly to the body of the email
instead of in the attachment bar. I have always used Outlook express so I am
no help to him since the programs are different.

He found a temporary solution which was to set the message to pain text -
the attachment would work like he wanted - in the attachment bar, but if it
is set to HTML it is sent to the body of the email - he is attaching a word
document.

How is one supposed to set the default composition of all emails as plain
text so that attachments go to the attachment bar?

Plain Text and HTML display attachments in the attachment bar; Rich Text
displays it in-line.

Where is this set as the default - I know you can change the message as you
compose it, but I would like to set it as either HTML or Plain Text - where
in the options is this available to set?

Tools->Options->Mail Format tab.
