Attachment opens in OE not Outlook

I am using Outlook 2002. I got an email with an "eml"
attachment. Outlook Express wants to open the attachment
instead of Outlook. I tried setting the file association
for "eml" to Outlook instead of OE but that didn't work.
I would like to get rid of OE all together if possible.
Ideas?

You can associate eml with Notepad as well.
