Attachment doesn't open?

Whenever I receive an attachment I can't open it. The "paperclip" on the
upper right hand corner is shaded not bold, so I'm not able to open the
attachment. Does anyone know why this is happening and how I can correct it?

you meant outlooko express?
so TOOLS | OPTION | SECURITY tab, there you can change this option
