Using Outlook 2007 with Vista, is there a way to attach an entire folder to
an email rather than the individual files that comprise that folder?

Sure, zip the folder and send it as an attachment. Depending on the compression utility you use, you may even find a right click context menu that will zip the folder and send it for you.
