PERSON A sent an email to PERSON B with PERSON C copied on to the email.
PERSON C replied to the email requesting for PERSON A to send some attached
files back to PERSON C. PERSON A attaches the requested files and sends the
email back to PERSON C. PERSON B clicks on their copy of the email and
reviews all attached emails. Can person B now open the attached files that
were sent to PERSON C?

I'm not sure that we have enough info in your post to properly answer the
question. Basically, though, in order for Person B to see an attachment,
he/she would need to be included in either to: or cc: as a recipeint on an
email with an attachment.... Not sure from your post if "Reply to All" was
being used, or if B got the actual email with the attachments. IF B did get
the attachements, then most likely he/she can open it, unless you have some
DRM or special permissions/password setting on the attachments.
