When I send my C.V. the recipient cannot open the attached file. They say use

What program produced that file, and what if any options did you select to
make it produce a different file format than usual?

What format is it in when you send it?

Such problems are often due to sending a message from Outlook using
Outlook's default RTF format, which programs other than Outlook are
unable to read.

If I remember correctly, in the US, a resume is a shorter version of
what's known as a C.V. in many other countries.
