Many consider it a problem when they recieve this
attachment.
1. What is it?
2. Why is it attached to email when sender never sent it?
3 How do I stop it from being added or can I?

1) It is a section of the original message. (e.g. could be a legitimate
attachment or just the body of the message.)

2) During MIME to MAPIs binary conversion, there is a bug that if a section
of the message is marked with a content id but no file name, the item is
converted to an attachment and give a .TXT extension.

3) You can't stop this. It is the way the sender's mail server or mail
client that is doing this. I've only seen this happen when a Unix/Linux
user is sending messages via Pine.
