Assigning Rights !!

Hi,

I have a its staff to work on techniques duties every day
in the company fix pc's -access ,etc) .However i need to
create a group of tech users with higher privilegies to
work in the network I mean To create Users , assign
rights , access to critical servers , unlock access tec,
can give them Domain Admins rights but that's my incognit.

How may I give them access similar to domain admins
rights but not those rights!!!
