Assigning public folders to contacts

We currently have a public contact folder containing all of our firm's
clients in Outlook 2003.

I would like to set up a main public mail type folder with sub-folders
for each of my client ID numbers.

The goal is to keep all types of correspondence (word documents, adobe
files, emails, etc) for that particular client in that public
sub-folder.

The problem seems to be that it is time consuming to navigate down to
the public folder and scroll through hundreds of subfolders. We though
that we might be able to do a custom form for our contacts and add a
button (or something) that will open up that particular public folder
so it will be easy to get to.

Is this a possibility?

Yes that would certainly be possible. All the code would have to do is walk down the folder hierarchy to the right folder, then set ActiveExplorer.CurrentFolder to that folder.
