Assigning a function key

Okay, this is going to sound a bit strange, but I will try to explain as best as I can. On laptops, there is the function key. This combined with let's say f10 will eject the cd-rom. Combined with PgUp/PgDn adjusts volume. Is there a way I can assign a key on a regular keyboard for my desktop to accomplish the same thing? If so, how can I do this?
 
There are utilities that can change/add functions to keyboards. Try

or some similar search.
