Assign format from value of another cell?

I would like the format of my H2 cell to be:

Percentage, 2 decimals (P2) when cell A2="5"
Dollars, 2 decimals, (C2) when cell A2="1"

I use the formula =cell("format",A2) to determine the format of A2.

Is this possible in excel 2003?
