Assign F-Keys

Can I assign an F-Key to certain actions in Outlook? How and where would I
do that?

No. You'd need to use a 3rd party program to change the F keys. However, you
can assign keyboard shortcuts to any toolbar item - right click on the item
and choose customize. Add a & in front of the letter you want to use for the
Alt+shortcut.
