Apparently you used to have some program in your startup files that wanted the Internet.
As an operating system, Windows does not ask to connect.
What program did you have set to go on the internet in your "startup" settings?

When it asked if you wanted to connect, where did it go after connecting?
Do you have a dial up connection? or a broad-band internet connection?
Have you heard of "msconfig.exe"?

When you get a message at start-up to connect to the internet it means that
a virus has just been installed. Time for a scan!
