As an Administrator i can't use RUN Command or Task bar etc

I do not understand that i log in as an Administrator but whenever i try to
use TASK Manager or try to use "Run" command to edit registry its says
"Registry editing disabled by your computer Administrator". I do not
understand at all if i am logged on as an Administrator then why am i not
allowed to do all that. Please let me know that reason? i am using Windows XP
Professional

Someone has applied policy to the PC. Policy will run regardless of your
security level.

Make a shortcut on your desktop putting in the program GPEDIT.MSC. This is
the local policy editor. Then click on User Configuration -> Administrative
Templates -> System -> Prevent access to registry editing tools. You want
to disable this policy which will give you access to the registry again.
