Downloaded and tried out this relatively new freeware...ArtWeaver.

a.. Support of many, different digital brushes e.g. chalk, charcoal,
pencils...
a.. Layer support
a.. Expandable by a custom Plug-In interface
a.. Pen Tablet support for a realistic feeling
a.. Support for the most common file formats (TIFF, TGA, JPEG, GIF, BMP,
PNG, ...)


Also has some plug-ins which can be found on downloads page along with
language files
Basically, it's along the lines of PhotoFiltre but with slider controls for
many of the manipulations.
Worth a look for some...
