What It Is:

"ArtSee is a small slideshow program. It displays JPG files in the
selected folder (and subfolders).

Features and Options

Large images are scaled to the window/desktop
Slideshow
Sort (forward, reverse, random)
Layer (normal, stay on top, fullscreen, wallpaper)
Loop (loop, pause, exit)
Navigation (next, previous, first, last)
Timer
Folder options (browse, current, refresh)
Subfolders
Hidden folders
Files selector
Find/Filter functions
Fit To Graphic (resize window for each image)
Crop (remove borders and background)
Stretch (scale up to window/desktop)
Hide desktop
Window options (title, autocenter, draggable, center, save, restore)
Wallpaper (center, tile, stretch, clear, restore)
Shell access (default viewer, Explorer, copy, move, delete, shell menu)
Registry control (save/remove settings)
Lock
Drag and Drop (folder/file/files)
Command line options
Tray icon controls
Can be run as a screensaver"
