arrow key help

I usually navigate around excel with the key board. Lately, when I use the right/left/up/down arrow keys, my cell designation does not move - the entire sheet moves but the cell where I am stays the same. Does anyone know how to fix this?
 
fixed my own problem - it was the scroll lock...noted by someone down below. thanks!
