ARP broadcast over IP range

I have ISA 2000 (SP1) (instaled last week on clean Windows 2000 server
installation) as standalone server (FW mode) and RRAS server (with VPN)
This server broadcast ARP for whole 172.16.x.x range.

There is no event log entries for this this activity.

Question: Why ARP broadcast occur for the whole IP range ?

(In microsoft.public.isa group nobody knows reason why this occur - any
ideas in this group ?)

TIA

I've seen this before and it was always caused by some third party
application or driver. I can't say that's the case for you but that has
been my experience. Unfortunately there was never any easy way to ID which
one except for trial and error. Certain popular network print drivers seem
to like to do this for some reason. If you're concerned about it I would
try uninstalling any printers I had just as a quick test. If that fails, if
you boot the server in safe mode with networking do you still see the ARP's?

I didn't install printer driver (server is dedicated to ISA and RAS ).
I thought ISA services might do this ARP (because it occurs over IP range
defined in ISA LAT), but nobody in isa newsgroups has idea about it.
Could be RASPPOE (SW to connect ISA to ADSL) , but I need it and I've
noticed this ARP (on ISA server) even befor I get RASPPOE.
It's hard to reproduce problem - I will measure network traffic (at least to
see if it is periodic activity).
Thanks
